I seen one of these before it has France on the bottom 3" tall 2 1/2" wide and a peed purple in color and idea on it?

I'm not sure what you want to know about it, it looks like a tooled top, hand finished top which dates it to 1890 - 1915 +/-. I like the color and have seen other objects in that color but have never heard the term: "PEED PURPLE" before. Is that a typo or your term? []

yes that is it from that i searched -CiiCe - with that i found more and it is - Nancy Cristal Black glass perfume bottle
