I need help about these!

These are my grandma's. She found them across the road at a dump! Me and her are wondering what they are! I'm not sure if the corktop is a shoe polish kr an ink! It's a corktop! The Flowerpot says usa on the bottom. It's a glazed blue ceramic one. The clear bottle says 12 made in R.O.C. I'm assuming Republic Of Czech nut I'm 14 and don't know. It also has a symbol on the top.

R.O.C. is probably Republic of China, i.e. Taiwan. The Czech Republic hasn't been around very long, it was established in 1993! Taiwan hasn't been a separate country for that long either mind you, it's a weirdly recent bottle to find in a dump, probably from someone's spice rack in the 80s or so.
