Please help identify this bottle with strange neck

Hi everyone,
I need some help trying to identify and date this flask. It has a ring of glass around the base of the neck that I’ve never seen before, and I was wondering if anyone has any knowledge on why it was made this way? I’m not the best at dating bottles, so the only identifying feature I could find was the brandy finish (1860-1930 according to SHA). There are no identifiers on the bottom of the bottom that I can tell.
The bottle was full of crushed shell when it was found and the bottom was broken. The mouth was taped off and the broken bottom was sealed so no shell would be lost.

I'd say it's an 1880s-90s liquor flask. Pretty common but I'm surprised at how bent the neck is. Not sure exactly what you're referring to but the lower part of the top is called a collar. Down by the shoulders is just a stylistic difference.

Thank you! And yes, to clarify I meant down by the shoulders. I’ve never seen that before.
